Ward 4 Councilman Alfred "Al" Ems
Al Ems was the City of Arnold's third Mayor, serving three terms from 1981-1993. He was a member of the City Council from 1973-1981 and then elected to serve in 2000 and again in 2002 and 2004.
Al is a Council representative to the Economic Development Commission and the serves on the Police Pension Review Board. Al has lived in Arnold for more than 51 years and is a retired tool & die maker.

Ward 4 Councilman Claude "Butch" Cooley
Butch was first elected to office in April 2001. He was re-elected in April 2003 and again in April 2005.
He is a representative to the Parks and Open Spaces Board and serves on the Green Thumb Club.
Butch owns and operates his own landscaping business in the City of Arnold.
