Arnold Municipal Court is a Division of the Jefferson County 23rd Judicial Circuit Court.
The Municipal Court Judge is Stephen “Todd” Hamby.
The Municipal Prosecuting Attorney is Allison Sweeney.
The Municipal Court Clerk is Kristin Thiele.
Municipal Court is held each month on specific Mondays at 1:30 pm.
When You Are Summoned To Arnold Municipal Court
- You have been summoned to come to court on the date shown on your ticket.
- If you do not come to court when summoned to do so, you are subject to a warrant being issued for your arrest.
- You may plead not guilty by coming to court, and a trial date will be set.
- You may plead guilty by mail or by coming to Arnold Municipal Court to pay your fine.
- If you plead guilty, you will be given a new date to pay if you can’t pay the day of court.
- If you want to plead guilty, but you don’t have the funds to pay your ticket, you still must come to court. You will not be arrested for not having money to pay.
- If you are indigent, you may be required to complete documentation to be determined by the court as evidence of your financial status and as an aid to the court in assessing fines, costs and setting of a payment plan.

To Enter with the Prosecutor
The prosecutor’s office does not accept faxes or e-filing. BY MAIL ONLY Any documents that are e-filed must still be mailed to the prosecutor.
- Entry of Appearance – Please send a copy of your entry of appearance including defendant’s name and case number. The attorney’s name, bar number, address, phone number, fax number and email must be included, with a self-addressed stamped envelope.
- Request for Recommendation – Must be mailed to the prosecutor’s office (not the court), to Prosecuting Attorney, 2101 Jeffco Blvd. Arnold, MO 63010. Please include all relevant information when entering and requesting a recommendation., i.e. Proof of insurance, registration and reinstatement. For insurance, if proof is not provided, the charge will not be amended. For driving while suspended/revoked, if proof of license reinstatement is not provided, the charge will not be amended. Please wait until you have proper documentation to request a recommendation. You may however, request a continuance from the court until such time. It is the attorney’s responsibility to ensure the request for recommendation is sent to the prosecutor when entering on a case.
- Request for Discovery/Disclosure – If the attorney is requesting discovery, the request may be included in the letter requesting recommendation or may be a separate discovery motion. Do not file with the court. They do not have reports.
- Continuances – All continuances can only be granted by the court. Cases that have received a recommendation and need time to pay, must have authorization from the court, not the prosecutor.
- Restitution – If restitution is requested, the restitution must be in the form of money order or certified check to the victim as requested by the prosecutor. Please mail with the recommendation. The prosecutor’s office will send the restitution to the victim with a letter concluding their involvement in the case. A new recommendation will be mailed to you when restitution is received.
- Payments – The prosecutor’s office does not process any payments on cases (except for restitution).
